Jefferey B. Murrell, P.E.

Energy Program Manager, United States Department of Energy

Jefferey B. Murrell, P.E., serves as a Program Manager for the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) where he currently manages the Federal Metering, Federal Energy Management and Information System (EMIS), Federal Healthy Building Initiative, and the Federal Energy Efficient Product Procurement (EEPP) programs. He currently supports the FEMP Technical Resilience Navigator (TRN), a federal-wide energy resilience technical guide.

From 2016-2017, while serving as the FEMP program manager for the strategic energy management/resiliency partnership between DOE’s Federal Energy Management Program (FEMP) and National Aeronautics and Space Administration (NASA), NASA received a major planning award for its multi-year strategic energy investment plan. He later served a 13-month detail as the acting mission critical engineer for NASA where he developed and implemented the agency’s new energy and water resiliency programs and its new industrial controls system/cybersecurity program. He formerly served as the technical lead for the Army Microgrid Tiger Team Initiative (which he has been publicly credited for creating), which resulted in the first two installation energy resiliency and conceptual microgrid design reports for the US Army. While working for the US Army Corps of Engineers (USACE), he won several awards for installing over 10,000+ energy meters worldwide at military bases and developing a meter information assurance strategy and accreditation program.

During a 19 month tour, Jeff served as the Operational Energy Director for the United States Armed Forces in Afghanistan (USFOR-A) in which his team saved the U.S. taxpayers over $50 million annually via innovative education, green purchasing, and conservation measures, championed the construction of a natural gas power plant and pipeline in Northern Afghanistan, conducted the first ever US/NATO/Afghanistan energy summit, and conducted the first ever energy audit of a major military base in an active warzone. He also directed the environmental clean-up of over 60 US and NATO military bases in 3 months.

Jeff graduated from Vanderbilt University with a B.S. in General Engineering and Columbia Southern University with a M.B.A. in Public Administration. He is currently matriculating at California Southern University in the Doctorate in Business Administration (DBA) program, with a focus on energy resiliency and cybersecurity development/planning.
